Mrs. Celia Thomas, MPA is the Vice President of Barat Child and Family Services, the Youth and Family Division of Matrix Human Services. In this capacity, she oversees the management of four (4) programs: Barat House (Barat), Connecting Families-The Matrix Human Services Center (CF-The Center), Off The Streets (OTS) and a Youth Assistance Program (YAP). These programs provide a range of services geared at engaging and meeting the needs of youth and their families. Services include crisis intervention, in-home counseling/case management, short-term shelter, shelter counseling/case management, after-school/summer programming, “prevention” workshops for youth and parenting skills classes. Mrs. Thomas has been in the Child Welfare arena for almost 20 years also working in the field of Foster Care and Special Needs Adoptions. She has a Bachelor’s degree in Psychology from the University of Michigan-Dearborn and a Master’s degree in Public Administration from Central Michigan University. Mrs. Thomas is an advocate for the needs of children and families.

Mrs. Thomas is married with four children. She is interested in supporting and developing children to be positive and productive members of their community. To this end, she is a member of the Board of Directors at Plymouth Educational Center, she has volunteered at the school as the soccer coach and she will serve in any capacity necessary to facilitate the enhancement of the school’s programming. Mrs. Thomas is an active member of Plymouth United Church of Christ where she is currently on the Board of Deacons, the Hospitality Committee and The Caribbean Mission and has served on the Board of Trustees.
